Zhang Xuemei: Should Establish a Hierarchical Intervention System for Juvenile Delinquency
On January 16, Zhang Xuemei, representative of the Beijing People’s Congress and executive director of the Beijing Youth Legal Aid and Research Center, visited the Beijing Qianlong Interview Room. She said that when the juvenile crime prevention law is amended, it is necessary to supplement the transitional measures between prevention and punishment, establish a graded intervention system and corresponding corrective measures for minors’ serious bad behavior and minor wrongdoing. For example, general bad behaviors such as absenteeism and night absence can be solved through family supervision and school education; behaviors that violate public security management can be educated by the education corrections of specialized schools for minors.
