In order to implement the “Decision of the National People’s Congress Standing Committee on the Comprehensive Prohibition of Illegal Wildlife Trade, Elimination of the Abuse of Wild Animals and the Safeguarding of People’s Health and Safety” (hereinafter referred to as the “Decision”), guide the scientific, orderly and safe disposal of localities In the field of raising wild animals, in accordance with the relevant requirements of the State Council, our bureau has researched and formulated the “Technical Guide for Proper Disposal of Wild Animals in Keeping” (hereinafter referred to as the “Technical Guide”, see annex), which is now printed and sent to your province (autonomous region, municipality directly under the Central Government, the same below) , Please strengthen the leadership support for the forestry and grassland competent authorities to properly handle wild animals, and write the relevant comments as follows:

1. Strengthen organizational leadership and attach importance to supporting the disposal of wild animals

Proper disposal of wild animals is an important follow-up work to promote the major measures of fasting wild animals, and has attracted widespread attention at home and abroad. All localities must, on the premise of resolutely implementing the National People’s Congress Standing Committee’s decision on fasting of wild animals, do a good job of disposing of wild animals in the fasting range, breeding enterprises or farmers voluntarily stopping breeding, and strictly follow the “Technical Guidelines” Clear principles and requirements, adhere to protection priority, scientific classification, coordinated advancement by multiple departments, and prevent secondary problems such as ecological safety and public health safety hazards. Considering that there are many types of wild animals that need to be disposed, especially in some areas where the number of wild animals is large and involved, the local people’s governments at all levels are invited to strengthen the organization and leadership to ensure the personnel strength and work funds. Make sure the work goes smoothly.

2. Scientifically formulate a disposal plan and carefully implement it

All localities must accurately classify and formulate specific disposal plans based on the principles, directions and requirements determined by the “Technical Guide” on the basis of accurately grasping the types and numbers of wild animals kept in the region, and organize them by the grassroots forestry and grassland authorities after scientific evaluation The implementation shall not be released, killed or abandoned by the breeding enterprises or farmers without authorization. Provincial forestry and grassland competent departments should effectively strengthen the guidance and supervision of the actual disposal work in various places, grasp the work rhythm, and can set a proper disposal transition period according to the actual situation. If compensation work is not in place and the farmer does not voluntarily, may not Compulsory disposal; do a good job of connection, combine proper disposal of wild animals with farmers and adjust the production and operation direction of the farmers to maximize the role of their existing breeding facilities and reduce losses; insist on seeking truth from facts, the “Technical Guide” in the actual work In the case of incompatible conditions, scientific adjustment and improvement can be carried out, and cross-regional coordination can be carried out in a timely manner to implement the naturalization or reasonable allocation of activities in different places to help the grassroots to promote various types of disposal work steadily.

3. Adhere to the priority of ecological protection, and use harmless disposal measures with caution

Adhere to the priority of ecological protection is the first principle of scientific disposal of wild animals, and resolutely oppose brutal and simple practices such as uniform killing. Especially for healthy individuals who are keeping wild animals, they should be used for non-edible purposes such as scientific research, medicinal use, display, etc., as far as possible through natural release or deployment, to give full play to their ecological, scientific research and other social values. For those who do not have the natural conditions for reinstatement temporarily or are difficult to carry out cross-regional deployment in a short period of time, they should first hand over to containment or entrust the surrogate, and wait until the conditions are ripe before implementing reinstatement or relocation. Injured and sick individuals who do not belong to the above situation and have the risk of epidemic disease, etc., can only be harmlessly treated after confirmation to minimize the loss of wild animal populations.

4. Strengthen positive publicity and do well in public opinion guidance

In the proper disposal of wild animals, all localities should pay close attention to the development of public opinion and respond to media and public concerns in a timely manner. Regarding the organization’s efforts to return to nature, shelter and rescue, we can appropriately strengthen the positive publicity to let the public understand the progress of protecting wild animals; to misunderstand or suspect the public, we must guide them through expert interpretation and other methods to widely strive for understanding and Agree; pay special attention to the situation of rumoring and misleading hype through the online public opinion on the handling of wild animal breeding, and promptly investigate and deal with relevant departments and take corresponding measures to effectively manage and control sensitive information to prevent conflicts and disputes. Promote work to create a good social atmosphere.

5. Strengthen supervision and inspection to ensure that all measures are implemented

In order to investigate and grasp the actual situation and work progress of the disposal of wild animals in various places, the local agencies of our bureau will organize a working group to find out the number of investigations in the near future, study and formulate work plans, organize personnel strength, fund guarantee and other early preparations and specific implementation. Carry out investigation and supervision of the situation; according to the actual progress of work in various places, our bureau will dispatch an investigation and supervision team at appropriate times to conduct spot checks on key provinces or areas where work progress is slow, to ensure that various measures are not deformed, deformed, and Acts such as indecision, illegal operations, etc. that lead to contradictions and disputes, as well as ecological hazards and public health safety hazards, are dealt with seriously, and resolutely uphold the implementation of major measures to ban wild animals.
