Jing Zhu believes that relatively speaking, pure electric vehicles have three major anxieties: mileage, charging and battery attenuation, which is more suitable for short-distance commuting. Although hydrogen fuel cell vehicles are the ultimate technical route, there are currently bottlenecks in key scarce resources and infrastructure. Time is difficult to popularize; while plug-in hybrid cars, “can use electricity without oil, without electricity and fuel”, can flexibly switch energy sources, powerful, without all kinds of “anxiety” of pure electric vehicles.


Jing Zhu said that the structure of plug-in hybrid vehicles is more complicated than traditional fuel vehicles. At present, the single cost is 40,000-60,000 yuan higher than traditional fuel vehicles. In order to vigorously promote plug-in hybrid cars and promote the transformation and upgrading of China’s auto industry, policy-driven and coordinated efforts are needed.


Therefore, he recommends the following preferential policies for plug-in hybrid vehicles that meet the technical requirements: cancel policy discrimination against plug-in hybrid vehicles, and give plug-in hybrid vehicles in terms of double-point policies, road rights, quasi-purchase rights, government car purchases, etc. Cars receive the same treatment as pure electric vehicles; maintain the stability and continuity of the purchase tax exemption policy; provide policy-oriented support and enforcement guarantees, encourage plug-in vehicles for shared travel and online car-hailing; break local protection and cancel some cities The catalog of local new energy vehicles set by the state shall be uniformly formulated by the state; the mass consumption shall be encouraged and promoted, and the consumption tax shall be exempted for plug-in hybrid vehicles with an engine displacement of less than 1.5L.
