Along with iOS 12.4 update for many new iOS devices, Apple has released a software upgrade for products that cannot use the current operating system.
IOS 9.3.6 update is for iPad 2, iPad Mini, iPad 3 and Iphone 4s. And iPhone 5 and iPad 4 are updated to iOS 10.3.4.
The final version of the above devices is 9.3.5 and 10.3.3 released in 2016 and 2017 respectively.
